The Scope

We are looking for an engaged Programme Manager Monitoring & Evaluation who brings strong expertise in monitoring, evaluation, and impact assessment, along with a passion for FSC’s mission, to work with us in a multinational environment.

The Programme Manager Monitoring & Evaluation plays a critical role in designing and leading FSC’s monitoring and evaluation framework, with a special focus on outcome orientation in forest management certification.The position drives performance monitoring, impact evaluations, and evidence-based decision-making across the FSC system, while leading the Monitoring & Evaluation Programme and collaborating with FSC Network Partners, researchers, and stakeholders worldwide. Through the development of innovative tools, scientific methodologies, and data-driven insights, the role helps strengthen FSC’s credibility, supports continuous improvement of certification standards, and advances FSC’s leadership in sustainable forest management, climate, and biodiversity outcomes.

Main Roles & Responsibilities

  • Design and implement FSC’s Monitoring & Evaluation (M&E) framework aligned with the FSC Global Strategy and Climate & Biodiversity Strategic Framework.
  • Lead the implementation of outcome-oriented approaches within FSC’s normative framework.
  • Oversee impact evaluations, performance monitoring, and the development of cost-effective data collection tools and guidance.
  • Lead and manage the Monitoring & Evaluation Programme, including supervision and development of team members.
  • Foster a high-performing, engaged, and collaborative team culture in line with FSC Leadership Values.
  • Establish and deliver outcome-oriented work plans, budgets, and programme priorities aligned with organizational objectives.
  • Ensure effective project management and the timely, high-quality delivery of M&E projects within budget.
  • Develop and maintain collaborative workstreams with FSC Network Partners and local stakeholders to support implementation on the ground.
  • Ensure compliance with relevant ISEAL Codes of Practice and M&E requirements.
  • Promote the use of scientific evidence in analytics and provide technical input to support FSC standard development processes.
  • Drive innovation in impact measurement and performance reporting to strengthen FSC’s leadership in the sustainability sector.
  • Build strategic partnerships with external institutions, represent FSC in relevant forums, support cross-functional M&E activities, and contribute to fundraising and donor reporting.

Your profile

  • PhD degree in Forestry, Ecology, Monitoring & Evaluation, Natural Resource Management, Forest Management, or a related field.
  • Demonstrated ability to perform strategic analysis, planning, and organizational decision-making.
  • Minimum 5 years of people leadership experience, including team supervision and informal leadership roles.
  • At least 5 years of professional experience in Monitoring & Evaluation, Quality Management, Standard Development, Forest Management, Conservation Management, or related areas.
  • Proven experience in scientific research, including study design, implementation, sampling, analysis, interpretation, and reporting.
  • Strong analytical, critical thinking, and problem-solving skills with the ability to derive actionable insights from data.
  • Proficiency in applying scientific and data-driven methodologies to monitoring, evaluation, and impact assessment.
  • Demonstrated project management experience with the ability to deliver results across multiple priorities and stakeholders.
  • Excellent organizational and time management skills, with a high level of diligence, accuracy, and attention to detail.
  • Proactive, service-oriented, and solution-focused approach, combined with strong administrative and operational management skills.
  • Proficiency in MS Office and data analysis/visualization tools such as R, Tableau, Power BI, or comparable software.
  • Fluency in English (written and spoken); strong communication and stakeholder engagement skills, with Spanish and/or French considered an asset.

The Fine Print

  • Location: Bonn, Germany. 

  • Working Hours: Full time - 40 hours per week.

  • Duration of Employment: Temporary contract - 2 years (extension possible, subject to satisfactory performance)
